What is the Political Courage Test?

Louisiana State Legislative Election 2019 Political Courage Test

Pro-choice a) Do you generally support pro-choice or pro-life legislation?
Yes b) Should abortion be legal when the pregnancy resulted from incest or rape?
No c) Do you support the prohibition of public funds for organizations that perform abortions?
Growing up in Houma with a very Catholic upbringing, the strictly anti-abortion doctrine was something we learned from an early age. I even ran as a "pro-life" Democrat during my Congressional campaign in 2010. However, as I have aged, I understand that women should be able to make their own medical and reproductive decisions without governmental interference Restricting access to abortions also disproportionately affects health outcomes for poor and minority women. We need to build a future where women do not fear for their economic future and that of their children.

1) Budget Stabilization:Indicate which proposals you support (if any) for balancing Louisiana's budget.

No c) Instituting mandatory furloughs AND/OR layoffs for state employees
Yes d) An income tax increase on any tax bracket
I'm in favor of revising exemptions over any income tax increase.

No c) Do you support the enforcement of federal immigration laws by state and local police?
Yes d) Do you support legislation that would ban holding cell phones while driving?
e) Other or expanded principles:
Yes a) Do you support state government spending as a means of promoting economic growth?
Yes b) Do you support lowering state income taxes as a means of promoting economic growth?

Yes f) Do you support an increase of the minimum wage of Louisiana?
Yes g) Do you support requiring employers to provide paid family leave?
Yes h) Do you support using toll revenue to help fund a new bridge over the Mississippi River?
We can reduce regulations on some aspects of the private sector, but not when it results in a decrease of safety, health, or accountability.
Yes a) Do you support adopting federal education standards in Louisiana?
Yes b) Do you support state funding for charter schools?
Yes c) Should immigrants unlawfully present in the United States who graduate from Louisiana high schools be eligible for in-state tuition at public universities?
Yes d) Do you support legalizing sports betting for the purpose of funding early childhood education programs?

Yes a) Do you support state funding for the development of renewable energy (e.g. solar, wind, thermal)?
Yes b) Do you support government regulations of greenhouse gas emissions?
Yes c) Do you support increasing state funding for clean drinking water initiatives?
d) Other or expanded principles:
Yes a) Do you generally support gun-control legislation?
Yes b) Should background checks be required on gun sales between private citizens at gun shows?
No c) Should teachers be allowed to bring guns into the classroom?
Yes d) Should a license be required for gun ownership?
We need to make our society safer by passing common sense gun control. For an assault weapons ban and a high-capacity magazine ban, the average effectiveness rating was 6.8 out of 10, one of the highest ratings for all the policies rated. We need to permit and fund the study of gun violence and control by repealing the Dickey Amendment, which holds back the country from advancing research about gun violence in our communities. We need to stop the epidemic of gun violence in America.
Yes a) Should the state government increase funding for treatment facilities to combat opioid abuse?
Yes b) Do you support Medicaid expansion through Louisiana's health care programs?

Yes b) Do you support the inclusion of gender identity in Louisiana's anti-discrimination laws?
Yes c) Do you support greater efforts by Louisiana state government in closing the pay gap between men and women?
d) Other or expanded principles:
Louisiana's criminal justice system was a financial burden that did not make us safer until our state recently passed needed reforms. I want to continue these sensible reforms that enhance public safety, including by eliminating cash bail, reducing incarceration for administrative fines and fees, and reforming three strikes laws.
There is consensus among educators and healthcare professionals that early childhood education is critical to the growth and development of our children. As a state, we have been unsuccessful in funding such programs on a lasting basis. As the husband of a pediatrician and a father of two young children, I have come to understand this issue and will make the funding of early childhood development programs a priority. Allowing for sports betting is a viable way to help fund this effort, but there are others as well.
